Summary
We substantiated that Mr. Pedro Cadenas, former OCIS Associate Deputy Assistant Secretary, improperly awarded a task order to Internet Security Systems against that company’s Federal Supply Schedule contract. There was no justification for the sole-source award to ISS; no award should have been made to ISS; the award of the BPA did not comply with the FAR; the proposal submitted by ISS in response to the Request for Quotations for the BPA should have been rejected as non-responsive; the second task order issued The Task Order was improperly awarded as a sole-source; and VA significantly overpaid for the services.
